Elvis is a cat for sure, and not a stray one because he's got a collar. The collar might have a name tag or Elvis might be the name they've given him. It's quite common for cats to visit other people's houses and then go home for supper.
The speaker isn't used to cats, so finds the cat's behaviour a bit strange at first. He soon warms to it though. Sometimes they talk about the cat as if he IS Elvis but they don't really believe it, it's just a kind of game. His dad isn't dead, you don't say "I haven't told him" about somebody who is dead, you say "I didn't tell him" or "I never told him".
