What most of you probably do not know is that there is a condition called "trichotillomania". This is a hair pulling condition. A person with 'trich' always has an urge to pull his or her hair. if you want more info about this, google it. But I want to address the possibility of him referring to this.
Trich forces a person to always feel insecure, especially about one's hair. The person feels ugly, despite how pretty she is on the outside, and even on the inside. Wearing hats is a popular way for a person with Trich to hide one's bald spots, and shows obvious insecurity.
His lines that i copied above show that perhaps this is what this girl has. Perhaps she has trich, and is insecure about the way she looks. He is scared to tell her she is pretty for fear of upsetting her. Because no matter what anyone tells her, its sooo hard for her to see the beauty she possesses. Even the most important person to her could not tell her that she is beautiful. The insecurity she has is too overpowering.

This insecurity is overwhelming. More than anyone can take away fully. He can help her. He can compliment her. He can talk to her aboutthings, but he cannot fully take away this insecurity.
