To me this song is about letting go of all the pain & bitterness from a failed relationship. She is saying that you cannot live with so much venom inside of you and it's heavier on your soul than the weight of cement. Metaphor of course.
It seems as if she was with this guy for a while but he wasn't moving further ahead and she felt like time was going by and she was wasting her time.
