I think the first two comments are right, but I have something to add to it. When he sings this line:

a little light never hurt nobody send out a ray of sunshine
I think he's also saying that when things ARE going your way (or the sun is shining your way) don't just sit there and take it in, share the love and good feelings with the people around you - spread the light to those who are only seeing clouds at the moment.
