I think this song can be taken as many different ways. I see it as procrastination. You see a situation (ie someone in need, starving people, etc) and want to help or do something about it, but you never quite get to it. People are aware of this situation but really aren't doing anything about it. It's an encouraging song saying 'stop putting things off, you have the power to do something about it, do it! Here and now, not later!'
