I'll go line-by-line, but the abridged version is something along the lines of how a kid is deemed a criminal because one[or both] of his parents are in jail and decides to inadvertently prove them right.

go and find the bars that make us hunger[this is perhaps the parents telling the kid something in hopes that he understands why they're in prison?]
maybe with knots and uniforms[maybe other kids are making fun of the POV character, saying if he wants to be closer to his parents, become a prison guard]

and i know just who i'm gonna use it on
maybe it'll make for the better.[the kid then retorts that he has a gun, and he knows how to use it, and that he'll shoot certain people]
the beggar always has his strength
his ambition is tapped[the kid is easily manipulated because of his hunger for (his parents') attention?]
always occupied on the john[he hides in the bathroom because he is bullied a lot]
while he's there let's take advantage.[so eventually the bullies catch on]
we are not the bringers of second chances gone within a moments notice[not sure what this line means]
and if it's genetic then i'll be fed through those same bars
