One of them gets unsure about relationships, and she wants to give up when she feels like it's nothing special. She feels too attached already and is afraid the relationship isn't worth the bother. She's talking in the second verse. That verse is pretty self-explanatory - she's nervous when they aren't talking because she starts to think that the relationship isn't special; she wants everything to be illuminated and out in the open so she can figure out what she should do.
The other girl wants the relationship, but she "timid and too careful." She knows they aren't connecting enough, and she's losing sleep over it. She knows the other one is considering giving up, and she wants the relationship to have a chance before they get to the point where they both decide the relationship isn't "worth the worry."She keeps telling the other girl not to "judge a book by the size of its wrists"- she's saying that she doesn't look strong enough to make the relationship work, but she can if the girl will hurry up and decide, so she'll be helping her instead of hurting her.
