I most definently think that they are talking about a guy who wants to have sex, but they are saying no to him. I also think that they want to save sex for marriage and are alluding to the Bible when it says that after marriage, when two people have sex they become "one." (Ephesians 5:31 or Mark 10:8) I think that is what the lyrics are referring to when they say "together we're one." Then when they say "I can't help but feel like I'm one, one in a million" they mean that they feel like everyone is having sex and that they are one of the very few that don't want to yet.
