Vastly underrated song, and often overlooked (hence this being only the 3rd comment).
The song to me is about the love games people can play, like playing "hard to get" etc. The song breaks it down to the girl saying "keep playing hard to get, keep me wondering if you love me as much as I love you, because it makes me love you more - please let me wonder". The lines below show this:
I built all my goals around you
That some day my love would surround you
You'll never know what we've been through
The first two lines are how much he loves her, yet worrying if he won't ever get her. The third line explains that if he does ever get her she won't realise what HE has been through wondering if they're meant to be - the genius in the songwriting is changing that to WE as he's been to hell and back thinking about her the whole time.
