Interesting, I don't see this song as creepy at all.
First off, there's a verse missing from the beginning here that goes:
"You think you're better, you're better than me
You write me off as history
To avoid conversation, you ignore me."
I view it as a man singing to an ex-significant other (woman in my imagination, but that doesn't have to be the case). For whatever reason, they broke up but he's not over her. He wants to try and work things out, but she keeps blowing him off. The "touches you" part is emotional, not physical; he wants to be as important to her as her family is because that's how much she means to him.
