I think this is from the perspective of the rotten experiences in life where people say "why did this person die? Or why did this have to happen? God, that was rotten of you to let my friend die of cancer."
Here, House of Heroes explains that these bad experiences may be painful and awful but they are good at the same time because people would not learn the lessons they needed to learn before them. Not to say that God does that to anyone on purpose. But, when these things happen, God is always there to use it to make the person stronger. The lines:
