Bush passed laws that increase the ability of government agencies (FBI, CIA, NSA) to spy on and detain citizens who are considered terrorists. But you must also be aware that Obama has done nothing to reverse these laws, and has not even tried to get the American people their rights back. Bush may have passed the laws, but Obama is running things the same way, minus the harsh criticism that Bush faced.
