Well, I'm not certain, but I think this is a song written from the point of view of a 15 year old girl who is frustrated with relationships or the lack thereof.

The key is the the missing lines from the above lyrics.

I think the first line is: Girls all around the world Tellin' me that everything I've done's my fault And it's possible they're right Cause I spend every night Waiting by the phone and more than this

They say my skirts to low Never let me go Finally I feel all right Cause I only got to try Only close my eyes And maybe I can see the light

So, you can imagine a frustrated girl chatting with friends (internationally perhaps) confused with what she's doing wrong.

She can walk to the teen club and back home while her friends are "driven home". She has more freedom than them, but what's the use in having that freedom if you're all alone?

Oh and the "cruisin' through the parking lot" line... I think they are saying "is pissin' in the parking lot".
