Yes, it's about teen pregnancy. But what it's addressing is not so much that as it is how these girls are treated and viewed after the fact. It's about the judgmental mass of people who are so eager to cast stones. This is especially evident in the first two lines of the refrain: "Pleasure is your crime, junior is your punishment. It happens all the time, everybody rub it in"
