I think it's a stream of consciousness stemming from the topic of Billy's dad (although I realize it doesn't necessarily need to be based on reality). The words about the name Billy also suggest this, since he and his dad share that name. The line "I was born whole" reminds me of the "cut their little child" line from Disarm, as if he's speaking of the division of time with his separated parents and how the experience fractured him, maybe made him less pure. That topic combined with the space transmission-y sound of this track gives me chills.
