I think it’s either a jibe at Khalid Abdul Mohammad or the use of the excerpt at the end is to create a parallel to Bert’s own situation somehow.
if it's a political message. it might be suggestng how those who begin in poitics with apirations and hopes of creating a better world they live in, their purpose as politicians or public servants were clear, with good intentions of serving on the behalf of their citizens own beliefs and rights. but they get "jaded" and "closed" off with their own opinions, ambitions, agendas and ideals on what they think is the correct action to take, no longer serving the best interests of the general population. they turn corrupt and exploit the powers of their position. other peoples' opinions and feelings no longer influence their decisions or way of life.

their ideals or the dream of their purpose is no longer a grounded concept. the dream/ideal is dying. making them turn into denial ("i'm hiding") and keep chasing after false promises and hopes ("under this spiderweb of dreams".
