Besides the mimes in the music video trying to kill each other, I personally don't find this song all much interesting, other than being a humorous dance number.

The literal meaning. The lyrics in the first verse and the chorus appear to be about two guys walking down the very famous Avenue des Champs-Élysées in Paris. 'Getting down" (dancing and/or flirting) with the female pedestrians walking by, and then sweetly asking them to 'Please my darling could you take of your shirt". Still being sleazy, they go around asking women if they speak French and if they do "then go on and take your shirt off!". Now in the second verse the guys keep egging the women on, and it works. The guys start bragging about how they're creating a buzz, with the women going alone with what they ask. Now, the music video shows two rival mimes in a western, continuously tryin' to kill each other in an endless loop.
Meaning. I believe it could be how societies, try to out do each other, in attracting people, with fads and trends..
