In the chorus, the narrator seems to be speaking to someone and trying to tell them to love him because even though he may appear heartless, he's not, he's "so, so far from heartless," in fact. He apparently loves someone and he wants them to say that they love him, too, which he implies by saying, "tell me back, tell me back." He goes on to say, "there's no program yet, but I tell you I think I'm in love." Again, this is a reference to his "robotic", stoic state, but here, he's saying that even though he hasn't been programmed to be able to understand love that he legitimately thinks that he is in love. "I'm finding that love is a choice and not a law." This is basically saying that he thinks that love is something that everything can feel, even robots.
