I definately believe this song reffers to a relationship that went sour.
In my oppinion when they broke up, somwhere deep inside her she wanted to apologise to him (even if she did nothing bad, thats the ghost part), just to get him back and be toghether again but her head refuses to do so.
After some time she just sees him drinking alone. Seems like he saw the mistake he made and now is alone, however she has moved on so there is nothing more to be said or done between them.
