For me, it seems obvious that the meaning of this song is all about the fact that the corrupt governments do things in their own way (and leave the poppulation in ignorance and blindness, without us really knowing what's going on behind the curtains), and we just have to "swallow" whatever they do, and in the end, we, ordinary people, can't do a thing about it.
