It's hard to say definitively what most Ween songs are about. But this one I don't think is about drugs at all. To me it's about establishing a relationship with someone(probably a woman) and he's trying to explain himself up front. Or feels like he has to. To quell whatever concerns she might have about who he is and whether he's good for her. But it's difficult to talk that way when you're just getting to know someone, on such a deep level.
"let's begin with the past in front and all the things that you really don't care about".
That line sounds like he thinks he has to explain himself.
"and to think you've got a grip, well look at yourself..."
He's questioning how sane or normal she is in return.
"I'm all staged. It's all an act...", as if he's not sure how stable he is either, "and I'm really scared that I may fall back on the abstract".
And lastly, "if you're to be the roaming eye, well pry it open and let me tell you why it sees the harsh realities". He's wants to explain himself on a deep level that she probably isn't used to.
