I guess the first part is about being afraid of putting yourself out there for embarassment/rejection. Everyone hates it and goes through it but you may as well embrace it.

We all get scared of sticking out our necks

So panic.
It sounds like the second verse is describing the panic that has set in.
This place is turning upside down,
And shaking all of our change out,
