I don't know if I'm right but I think it could be those two things and also suggesting the idea that there could be a higher power that controls what happens in the world.

I think it could be that or the song is about how everything is down to fate.
-'If my life were to end today, it wouldn't change the world in any way.' This could mean that if something happens, such as someone dying, it was meant to happen at that time or whatvever.
Also, the fact that the name of the song is numbers count for nothing could mean that the song is trying to show how humans have created numbers, measurements, etc. to create structure that they can work around, but these things don't really exist because someone, someday just made them up.
