I think that it's about a guy who was recently in a failing relationship. After getting out of it, there's a part of him that really wants to try and see what can happen and there's another part that hates all the times he was lonely, every time she didn't pick up the phone, how they barely were together. "There's no sense in me saying 'I guess I still miss you'" and there's the part that wants it. He knows it's stupid to think this, to continue having feelings for her but he just can't stop it. "I hope someday soon maybe we'll finish this chapter (I can't ever finish this chapter)" is basically him saying that he wants to pick this up sometime and then right away, he realizes that there's no point and no possible way to finish it. "What else should we do? When talking is for functioning people." It's just him trying to make a solution to this. Talking is something they aren't capable of and he's trying to find another way. And besides the stuff that doesn't make sense, it's basically the same.
