I agree with you that the lines (and the music vid) make it very easy for one to think of a drug addict when listening to this song. However, to me personally it always described a more general feeling of despair and helplessness.

I can really see the singer wandering alone during dark streets at night, not really knowing what to do next or where to go, just knowing that this time - tonight - he has to do something differently to make it right.

The lyrics consist of short, easy sentences - which I think was done on purpose because it emphasises the narrator's mood: He's desperate and can't think clearly anymore which makes it impossible for him to think/speak in long, straight sentences.

This part makes me shiver everytime I hear it:

Please get me out of here Someone get me out of here Just help me I'll do anything, anything If you'll just help get me out of here

The music and the way Phil sings these lines go straight into my heart! Most probably the best song about addiction, helplessness and the wish to escape from it ever written!
