I think this song is about finally taking the steps to face your problems, and the real world head on. The shoreline represents the harsh realities (hence 'its a cruel world') staying out at sea, your living a lie. One needs to be at the shore for something concrete aswell.
I could see it being about someone who lives a superficial life, loosing themselves in partying or an addiction, but they've gotta face the harsh real world, and when it happens it comes up fast, and its really hard to deal with but its better than the alternative, which is living in a sea of lies.
