According to reliable sources, Elvis' natural hair color was brown, not black. Black Velvet was a brand name of black hair dye, reportedly used by Elvis. Jimmie Rogers, the "Blue Yodeler" (known as the father of country music, and one of the first country recording artists), was a native of Meridian, Mississippi. Seems fitting the song would make reference to a local musician who would have been influential during Elvis' youth.

Does anyone remember girls screaming, or 'crying' in the aisles when Elvis first appeared on the scene?

White lightning? Simply the name used for illegally-produced alcohol, so common in the south.

Any doubt this song is about Elvis Presley??

No, it's a bottled drink, unless Elvis was drinking his hair dye.
