I think the writer of this song is consumed with guilt because he's cheated on someone he loves. For those of us who have done this to someone we love know that there isn't a more awful feeling. Here's my breakdown:

I watched the falling rain splash upon your face. I know those aren't your tears. (he's thinking about her crying)

you know it's me and where I've been. (where have you been, where I've been are phrases associated with being unfaithful)

it's just circumstances. (unfortunately when youre weak being unfaithful can happen, semi-accidently)

don't let her down. (this news is going to disturb her) so I should tell you why it's so hard to tell you.

you know it's me and where I've been and the million words I'm thinking. I burned my time today as I start to waste. (he did something wrong today and she already knows it, he's got to be an honest man and confess it anyway)

you were my one and only and now I don't know why. (were my one and only says it all. It says she is no longer the only one)

and I know what you're feeling tonight. and I know for now you're mine. (it's a risk to tell her what he's done because she will likely want to leave him once she knows for sure)

I find that a lot of lyrics are subjective to our past experiences. I've told a friend in the past that I had feelings about her and maybe some of you are relating to that. I do want to mention that I haven't cheated or felt its guilt for 8 years or so but I do know what it's like.
