Avey Tare's writing is modern surrealism...it all might mean something, but then again it doesn't have to necessarily.
What the song means to Avey is NOT what they want you to think of as "the song meaning" by any means, like any good art it has multiple interpretations... so basically anything anyone says is right.
I just enjoy this song for what it is. Every time I close my eyes and listen to it it just paints such a beautiful picture on my eyelids. I was at a show where this was brand new for the most part. I have quite an intimate association with this song because of that.
