I think given the context of the song it is a safe assumption that this is about God. People are broken; people can't give us wings or peace or true shelter. The singer indicates that the subject is someone that controls his life. We can see that he is making a distinction between the false idea of controling ones life and the idea that the subject of the song is the one who truly controls his life. A person cannot do this as that would be a false control. Some may argue that he is still refering to a person and that he is saying they control his life. This is not the case as evidenced by him admitting that his thinking he controlled his life is what lead to him being broken, shamed and tormented. Peace and wings would not be evidenced by a person controlling him.

This song is the author coming to the point in there life where they see themselves for what they are and realize they need genuine help.

The singer is asking for help and admitting they are feeling hopeless and messed up. They want to know if God is still listening. We can get that this is the subject from later in the song. We can also take it from the context of the first lines "Give me wings, give me Peace". These are classic things God says He gives. Wings like eagles and peace that passes all understanding.

"Give me shelter from the storm, I know it's a lot to ask for, Considering how recent I've piled the dirt on your name. Are you listening? (Are you listening)? Are you listening?"

The singer is asking for shelter; God promises to be our shelter from the storm. The singer however feels bad asking this because he admits that he has piled dirst on God's name by his lifestyle. He feels like many of us often feel that God shouldn't listen to us because of all we have done.

"I have heard that winter's cold Will give way to summer's warmth Oh no! Like salt in the snow I'm melted and left all alone on the side of the road."

Awesome way of saying this. Spiritually it has been winter, but he has heard that we can be renewed and revived. We are called to be the salt of the earth, but he feels like salt that instead of being useful, has rather been tossed aside because the winter in his life has left him all alone.

"In this where I am for your sake, Stuck between sleep and awake? My mind is dreaming of things. Are you listening? (Are you listening)?"

The singer wants to know if these things are happening for a reason. Is this so God can do something or is he just here. Is he stuck between being spiritually asleep and awake? That point where we recognize our spiritual health for what it is, we know we need to change, but we feel helpless to do so. Once again he begs to know if God is still listening to him.

"I took you for granted again And threw you aside And pretended for one minute that I had control of my life, And direction it seemed to be in I was wrong again, (I was wrong again), Are you listening?"

The singer admits he gave God a back place in his life. He got too complacent and though for a moment he could control his life. The truth is none of us have control of our lives and he finds this out. As we can surmise from the first verse he found this out the hard way and it left him broken.

I will wait for you to come again, And I can't pretend like I'm confident And I can't pretend like it makes much sense when it doesn't."

He is waiting on God now. As in the first verse, when we wait on God he raises us up. He admits that he is having trouble believing, and he doesn't want to pretend, but he is ready now, and he is willing to wait.

The singer re-iterates where he is at now.

My interpretation: The speaker has heard that things will get better, despite how they have been--though he currently feels like he's broken (or reduced to a puddle) and has been deserted. Things may look bad now, but there is hope for a better tomorrow.
