Okay. So I think its more about buying drugs from a black guy in the hood.
But I think the buyer knows that he shouldn't be buying drugs, hence all the references to his mother and not being able to keep a secret. And the overall tone of the song especially at the beginning of the song (because of the lyrics) is negative: repeating "couldn't" and "wouldn't" and insinuating he can't control what is going on. I think it is the progression of his thought process, from when he is buying the drugs, to being under the influence, you know?
Like the first stanza talks about how he doesn't really know what he's doing, he's tired of the life thats wasting
Then the next part talks about secrets and letting people down (the mother)
Then "Makin' time breakin' ground" he just gives up and goes to chocolate town to buy drugs, and then later he talks about the "sunny bunny feeling" meaning the high, obviously.
