I still don't completely understand every part of the song, although I'm sure I have a general idea of the song and what kind of thoughts may be going through the writer's head. This song, as well as many of their other songs are very existential. Heres a few things I got from it:

"there are foot prints embraced far out on the frozen lake face depressed and kept from quite some cold ago, and they look brave, dangerous, man made the sort of mark one can make on the world"

Maybe its a metaphorical description of the cold, man made world we've created and how each of our lives are just a few small impacts that really don't do anything.

"is it god to name things from thin air to have the wind blow a few hundred dollar bills into your wallet"

Talks about how people tend to attribute luck in their lives to God, while in reality it is just a natural coincidence. "to have the wind blow a few dollar bills into your wallet" means that these events are not the result of God, but just a moment of something that seems supernatural or unlikely.

"Somewhere between motivated and cold"

Refers to a sort of existential feeling where you feel cold and still with conflicting thoughts, questions to your existence, ect.. A feeling of motivation blocked by periods of existential thinking. This is the first feeling that came to mind when hearing this line, its something that I experience at times.
