the clones are people that are the same, to be general. Mainly the same thought process. Not thinking too deeply or personally, ignorant to their ignorance. Doing things to do them or because they think they are supposed to, consciously or not. At least imo. Individuals are people that can see everything they need to. I'd say a person that lives a lie is still an individual because they think for themselves but choose to protection over self expression. The world has turned to shit and everyone has become a clone [this seems WAY more relevant today than in 94] and individuals are the minority, so you better hide your ass cause the clones can overpower you. But you're "sheltered by the wafer thin veil of intelligence" meaning you can at least defend yourself with your intelligence if they attack. The urban world is a rotting carcass because society is starting to decline rather than improve. Take for example how in the early days everyone was brought up christian [depending on location] and it was very strict and the government enforced laws according to some religious rules. People eventually had the freedom to think for themselves. Alot of people are atheists now but it's started a decline; alot of people are atheists because it's "cool", to fit under a label or they just picked it. People who claim to be "non conformists" have become the conformists as they force themselves to not do things because other people are doing them, not because they don't want to. So this rotting carcass of a society is waiting for someone to come and stop the decline "for input from someone more determined". Individuals then contact eachother and take notice of their individuality. I really like the line "half a part and half apart"; I figure it means the individuals are congregating but they are still individuals. Together and divided. They know that there is nothing they can do to stop the decline but they help people that they can in teaching them to think for themselves when possible. 3rd verse, describes being attacked.
