I think the song is about a girl they knew.
I'm guessing she went to clubs and bars a lot and got drunk most nights because she decided it would be fun at first, she probably got hooked. The line "her dress/whispers reckless" sasy to me that she could have been loose with herself a few times.
The only line I coudln't understand the maening of was ... "slips on her necklace"
