Now reading the lyrics it does fit with the description of Cynthia's outter appearance as a character. She seems self-concerned, and selfish, but without her parents showing that kind of compassion toward her how she could show the same toward anyone else? and thinking the way to be with people is to barter for one thing by giving them another.
Rain could also be a metaphor for using sex as a tool to get by, forget the fact that you feel like an object instead of a person. I met a prositute the other day, she was as nice and sweet as could be, and genuine at that. Nothing like Cynthia, but I'm sure you get my point.
