It's pretty straight forward to me.

He likes a girl [someone named Liz, apparently] and every time he's around her he can't ever say what he wants to. He goes from a smooth talker to that guy who forgets his name whenever she's around, that sort of thing.

I think the beginning is about him not being sure of her feelings. But he's really sure about his, and he's generally really good about getting the girl, asking them out, etc. Except when it comes to her. The 'devil on his shoulder' is laughing because he turns into an idiot around her, and can't do what he wants.

The chorus is how she makes him freeze up, he can't find words and can't breathe. BUT him not being able to voice it is killing him, despite her making him feel all alive and giddy and full of adrenaline and all that other stuff that you explode with when you like someone. He's also had lots of chances to make his move, but every time he fails.

The second verse is the same kinda thing, his mouth/head doesn't work, he brought 'a stick to a gun fight' which is pretty much saying he always does things wrong, and even if he runs away from it he can't ever forget how he feels.

Then the chorus again, and of course the end of the chorus is about him finally going all or nothing and telling her or asking her out or whatever. It's sink or swim for him, do or die, he'll 'drown or make her mine'. All metaphorically and sung by a beautiful voice. Whoever Liz is, she's one lucky girl.
