As for meaning, I guess it's kind of obvious. Given that he says something about getting high, and mentions withdrawal along with a lot of its symptoms... It's about drug addiction, and getting over it. Or making a parallel to the world overall by creating the whole drug addiction metaphor to convey a point about people in general... Really, the only way out of anything is "through the pain".
I think that it's more about being addicted to like, prescription meds though... but I can't be sure. At least, it's about being addicted to whatever it is that he's taking to quiet the voices in his head that he references in "Welcome to Oblivion" and "Silent Voices Kill".
The only thing I can't really be sure about is the line "Tomorrow I'll start again". It could mean that even after fighting with withdrawal, he's only going to go back to using whatever he's addicted to OR it could mean he's starting again as in living a new life without addiction.
Either way... this is one of my favorites off of Attics. It's amazing. :)
