i think it's a more critcal song about civil courage or the lack thereof. the verses are about the guy "closing his eyes", not doing anything to prevent bad things to happen. in the chorus he tells that he doesn't care about the bad things going on as long as he feels save.
the metaphor of falling simply says that he knows that he could go under as well, that noone will help him if he gets in a bad situation, but as long as he doesn't "hit the ground" there's no need to take care.
