I think this song is a story of a guy who wants to tell a girl that he likes her. He thinks that the girl likes him too. As it turns out, the girl doesn't really like him, but at the end of the song, she kinda beats himself up for not telling her how he feels about her, regardless of how she feels towards him, and that he "...[missed] a chance" that night at"...the top of the stairs".
