I think this is about searching for God and feeling like He's deserted you. 'Sunday-bells', 'a salvation tambourine', 'Holy Ghost', and 'Jerusalem' are all references to Christianity, as is the idea that he could 'jump from the tower' to find God (I think meaning like by suicide he could get to Heaven and see if He really exists). I think it's about someone who's looses someone close to them 'I heard from Canada, The day she died' and was very depressed afterwards, and took up smoking ('I packed a lung with smoke') and drinking ('bloodshot vision'), but wants to try and find God again, although he's sort of lost faith in him.

Personally, I'm not religious, but it's easy to tell from Duke Special's other songs that he is. This is a masterpiece - I love the crazy ending on the album version.
