I think this song is basically as Wasson said "about how you think everything you love will stay the same, but if it changes will you still love it the same?". Just to clear things up here's how I interpretted some of the lyrics.
1.) Ebin probably became a Nazi whilst in jail by joining the Aryan Brotherhood (a white supremacist gang that's main goals are to help white people get out of jail much like a photo negative version of the Black Panthers).
2.) The line "Now he's down with the PLO" is a reference to the Palestinian Liberation Organization. Which is a Palestinian nationalist organization that's known mostly for it's terrorist attacks aimed mostly at Zionists, Israel and Jewish people in general.
3.)KKK= KU KLUX KLAN (para-military white protestant supremicist syndicate.)
4.)The Line "No JVC, no JFA is probably talking about the Jesuit Volunteer Corps (a volunteer organization that does community service in the name of Jesus all over the world.) and Jodie Foster's Army (a punk band from the the 80's that was all over the same soCal punk scene that sublime was.) or Justice for All, whichever makes more sense to you.
