So it's something close to "Here on Riker's Island while the population's bored." It's a bit hard to understand all the lyrics, but if you listen closely it's definitely Riker's Island. Sid spent 55 days in the jail before being released on bail, and during this time he was reportedly abused verbally, physically and sexually by the inmates there, hence "while the population's bored they don't care about your fame." It obviously didn't make a difference to the other prisoners that Sid was a superstar, he was just another kid they could get stuck into. Good song, but very sad . . .
