As for the meaning, I remember hearing an interview with Jesse Clegg on 5FM, and he said this song is about when you're having a rough day and what not. The first two verses show how the person feels really lonely and a bit hopeless- like these sad feelings are all he has, so he'll just let them be.
Then the chorus is a means of encouraging that person to "step into the sun"- to not stay in this gloomy state, but to see that everything's alright because all the other bad days he's had have disappeared like rain, ie they didn't last forever.
Then the next two verses show how the person hopes that tomorrow will much better than today. And finally, the bridge shows, I think, how the person doesn't want to be the only one to feel this way.
