I'm not sure if this is the intended meaning to this song,however, I believe that it's about the end of the world. If anyone else believes there is a different meaning to the song then I'd love to hear your thoughts.

Just reminds me of a post apocalyptic world were humanity has destoryed the land and what was once a booming business district is plauged with disease and death.

"Bodies lined the roads immobile waiting for the flood,"
I believe these talk of an enormous flash flood that will completely flood the earth, much like the Bible story with Noah's flood.
And finally I believe the entire second half of the song is the Narrator saying goodbye to the world and coming to a complete acceptance of the his/world's fate and also sharing with us his veiws on "hope".
