I'm thinking it's a sequel to "Destruction Preventer". The end of Destruction Preventer has an atomic bomb going off, starting a nuclear holocaust. TWFTWF continues on after the initial explosion, with the narrator suffering from the effects of the intense radiation ("No light, only suffocating dark/deep, burning pain). The narrator longs for something comfortable, like his home. He notices things have changed for the worse (obviously...). my grass isn't green- [It's all burning] my sky isn't blue- [It's dark red with dust and fire] The river runs dry- [explosion makes river go bye bye] my flower has died- [died from radiation, fire, etc] This isn't my home- [it isn't the same]

As for the title, The Worlds Forgotten refers to the peoples lives that were lost due to world leader's vanities, and the Words Forbidden might be the call to initiate a nuclear launch.
