I interpret it as the speaker asking someone or something to not give up and to try again. The person/thing giving up is gettting mocked somehow, "Get up, they're mocking you." And the speaker is asking this person/thing to get up and try it, whatever it is, again. The speaker thinks he isn't asking for much, "Wake up, I'm only asking the obvious." It's a fight of having that someone get up, brush themselves off and try again.
