yeah blue balloon is obviously referring to the earth.
and here is what i think everything means...
As she bounces through the blue sky
(as the earth goes around the atmosphere)
Everybody's building up a big, blue balloon
(maybe everyone climbing up the latter or success)
they made the string
(some fail on the latter, some dont)
from fairy wings and golden dreams
(comparing the rich to poor)
see how high it goes
(see how sucessful people get.

and these lyrics "Can the Farmer's arm reach the child above clouds, so as to dance the Delapart away upon above the blue balloon." are wrong and should be changed to "can the father's love reach the child above the clouds so as to dance the day up high"
