This song sounds to me like it is talking about the prophet Ezekiel in the Bible. Ezekiel chapter 1 explains the vision that he saw of the Cerubim (which are an illustration of preachers in Revelation) which came out of the "wheel within a wheel" (Im a wheel, Im a wheel) These creatured didnt turn withersoever they went (you cant stop me turnin). I think it is Ezekiel chapter 3 or 4 where they take Ezekiel by the hand and lead him to a high place to give him a broader perspective of the problems in Israel. That vision of Ezekiel was an illustration of personal revelation from God... which I believe the song is alluding to.
