I'm not sure if this interpretation is correct, but it's worth a shot ;)
The girl leads the guy on,
"Cause you started it And you seem into it"
possibly making him fall in love with her, only she isn't all that interested.
"Don't you dare act surprised"
She decides to play along, build it up for a bit, and in the end just shoots him down. She still wants to be friends, but he wants more.
"Only you know what is on my mind"
She knows he wants more but continues to "act all sweetness", meaning she pretends like she doesn't know what he really wants.
