One man is always trying to one up his neighbor and we're stuck in a world where everyone looks out for themselves. Such a mindset has caused countless wars in the past, but yet we still haven't learned our lesson. He says we are "doomed to repeat our past" because human nature hasn't changed. There is still a certain bloodlust in the hearts of men. I believe this particular stanza:
